Whether the lot sits on boulders north of the Fall Line or sand near the bay, the county's grading and sediment rules come first. We check them, then plan the cut and fill.
Site prep around Baltimore depends on which side of the Fall Line the lot is on. On Piedmont ground north and west of the city, weathered rock digs easily until a boulder or ledge stops the bucket. On Coastal Plain ground to the south and east, sand and clay dig fast but groundwater and soft spots slow the pad. We test the ground early and plan the cut, fill and compaction around it.
Maryland takes sediment seriously. In Baltimore County, grading that disturbs more than 5,000 square feet or brings in more than 100 cubic yards of fill needs a county grading permit, and any grading in a floodplain, historic district or the Chesapeake Bay Critical Area needs one regardless of size. Projects disturbing an acre or more also need MDE construction stormwater coverage.
On the ground, that means silt fence or filter sock before the first cut, a stone construction entrance, stabilized stockpiles and seed and mulch as areas are finished. Fill goes down in thin lifts and is compacted, and the finished grade carries water away from the house to an approved outlet without pushing it onto the neighbor. Bare ground left open over a weekend is what washes into the storm drains.
Site prep & grading in Baltimore: common questions
Do I need a grading permit in Baltimore County?
Yes, if the grading disturbs more than 5,000 square feet or brings in more than 100 cubic yards of fill, and for any grading in the floodplain, a historic district or the Chesapeake Bay Critical Area.
Can you grade a waterfront lot in Dundalk or Essex?
Yes, with the right permits. Critical Area rules limit clearing and grading near tidal water, so we confirm them before work starts.
What if you hit a boulder while grading?
We dig it out or break it, depending on its size and where it sits. On Piedmont lots, boulders are common, so we mention that possibility up front.
